As Britain moved into the 1970s there was a shift towards advocating of integration in which it was suggested that educational practice should aim to promote unity within the wider society while at the same time allowing for diversity amongst the various component groups. The integrationist approach was more open and encouraging to other cultures than the theory of assimilation had been, believing that to tolerate diversity in schools, teaching needed an understanding of social, religious, linguistics and cultural backgrounds of all children. Integration was clearly a more workable theory, offering a viable compromise of the maintenance of some aspects of ethnic minority culture along with some degree of assimilation into the traditional education system.By the 1980s, the newer idea of cultural pluralism had taken root and was being applied to thinking on education. Cultural pluralism essentially recognises the need of each ethnic group to develop and retain its distinct culture and traditions within a political framework involving dynamic relationships with other ethnic groups in the society. Essential to the idea of cultural pluralism is the requirement for a climate in which individuals from ethnic minority groups can, either as individuals or groups, participate fully in the life of the nation without detriment to their ethnic values, beliefs, practises and loyalties. The Select Committee on Race Relations and Immigration had called for an adoption of cultural pluralism and argued that an ignorance of other cultures displayed by those in the white majority was aggravating the exceptional difficulties experienced by many immigrants.[18]At the same time, the Select Committee suggested that both the Government and the West Indian Community had to work together
