The argument here is that culture is a fluid and ever-changing phenomenon, which does not remain static but alters with the pressures of available land and food, population growth and contraction, and other social and cultural pressures. Those who seek to entrench the culture they perceive to be ‘theirs’ is often substantially different from that of their predecessors and can become inflexible and unable to adapt to change. Minority cultural practices and traditions thought of as dating back hundreds of years may have derived many of their practices from former oppressors and from the caricatures of their culture presented in popular media, as is arguably the case in India.Ultimately what is needed here is a reassessment of the goals of the international law relating to minorities, and a debate about the relative priorities of individual freedom, security, freedom from pain and mutilation, and the individual right of self-determination versus that of minority groups. Clearly, this is not an easy line to draw. However, women in such groups are unlikely ever to have sufficient voice to speak for themselves and articulate their own preferences. In patriarchal societies where the voice of the group belongs to men, it is men’s interests which will be represented and it is this that the international community will hear, and while the increased emphasis on the rights of minority groups is laudable, the rights of minorities and disadvantaged people within those groups should not be forgotten.
