According to the author, the human resource management perspective that was previously limited towards the operational level and was regarded as an aid in better carrying out other functions of business organization have now emerged in the main theme of business organization and increasingly the field is assuming strategic role in different types of business organizations. The author has cited seven basic reason behind such consideration that include an increasing use of contingency planning, increase focus on attracting and retaining key individuals, HR assuming key roles in organization's structure, expanding role of HR manager in the overall planning process, increase focus on HR policies implementation, and evolving HR practices and concepts. According to the author all this in turn has resulted in increase emphasize on the HR functions within organizations. The author argues that most of the top-performing organizations in different parts of the world are using their HR policies and procedures as a mean to attract and retain individuals having the desired skills and talent. The author argue that organizations that are successful in attracting and retaining individuals having the desired skills and talent are in better position to outclass its competition because HR is now regarded as a mean of competitive advantages.
